Chief of Police Randy Case

Randy Case was born in Jacksonville, FL. After high school, he enlisted in the Marine Corps and was stationed in Okinawa, Japan; MCAS Beaufort, SC; and Camp Lejeune, NC. He was also deployed to Korea, Germany, Norway, and Saudi Arabia. He served in the Gulf War during Dessert Shield and Dessert Storm with the 2nd Marine Expeditionary Force – 2nd SRI Group. After leaving the Marine Corps he attended college at Huron University and earned a bachelor’s degree in criminal justice (BSCJ). He was hired by the South Dakota Department of Corrections as an intensive parole agent just after college. He eventually moved back to Florida and attended the St Augustine Technical Center’s law enforcement academy. After the academy he was hired by the Clay County Sheriff’s Office and served as a deputy sheriff. After a short time with the Sheriff’s Office, he was hired by the Orange Park Police Department. Over the past 25 years, he has served as a patrol officer, patrol corporal, field training officer, detective, patrol sergeant, administrative sergeant, lieutenant, Assistant Chief and currently serves as Chief of Police with the Orange Park Police Department.

While with the Orange Park Police Department he earned a master’s degree in public administration (MPA) from the University of Nebraska – Omaha. He enjoys serving as a law enforcement instructor conducting training for the Orange Park Police Department in firearms, driving, taser, use of force, and other general topics. Randy was hired by the St Johns River State College to serve as a law enforcement adjunct instructor teaching firearms, driving, taser, and other general and specialized training topics and as a criminal justice adjunct instructor teaching public administration. He is a graduate of the Florida Leadership Academy – Florida Department of Law Enforcement Tallahassee, FL. He also attended the Southern Police Institute, earning a graduate certificate in Police Executive Leadership from the University of Louisville and graduated from the Southern Police Institute – Administrative Officers Course. Randy is active in the Clay County Marine Corps League Detachment and has held several offices within the organization including Detachment Commandant. He volunteers through the Marine Corps League detachment with the Toys for Tots program, cleaning the Knights Boat Ramp, and by assisting Marines and other veterans. His interests include music, bicycle riding, and target shooting.

Lieutenant Cody Monroe

Lt. Cody Monroe has served with the Orange Park Police Department since 2007 holding positions with OPPD as a Patrol Officer, Patrol Corporal, Detective, Patrol Sergeant and currently as an Administrative Lieutenant commanding the Investigations Division, the School Resource Officer Division, the Evidence Section, and the Crossing Guard Staff. Lt. Monroe also served on the Clay County SWAT team for 12 years rising to the role of Team Leader. Lt. Monroe serves as the OPPD Public Information Officer managing all media relations and social media content. Lt. Monroe is the Body-Worn Camera Program Coordinator and is an instructor for the agency in firearms and active assailant response. Lt. Monroe currently serves on the Board of Directors for Quiqley House, Clay County's only domestic violence shelter and also serves as an advisory board member for the Signal 35 Fund in Clay County. Lt. Monroe holds a Bachelors and Master’s Degree from American Military University and is a graduate of the FBI National Academy’s 280th Session.

Communications Supervisor Vickie Thode

Vickie has served with the Orange Park Police Department since January of 1983. She started as a dispatcher and was promoted to supervisor in 1989. She oversees the daily operation of the communications center and it’s seven dispatchers. Vickie is from Jacksonville and graduated from Robert E. Lee High School. Communications in a small agency is multi-faceted. The communication center also handles the daily records request and much more. Vickie is the liaison between the agency and FDLE, DHSMV and LINX just to name a few. She helps to ensure that the dispatchers as well as the officer maintain their certifications in order to operate many programs used on a daily basis. She enjoys serving at her church, crafting, music and most of all spending time with her family and friends.

Management Analyst Stefani Kuhn

Stefani Kuhn serves as the Orange Park Police Department's Management Analyst. Stefani has worked for the Orange Park Police Department since 2009. Stefani manages all the officer certifications, scheduling, payroll, accounts payable for the police department and many other tasks. Stefani graduated from Ridgeview High School in Orange Park and has grown up in this area. She enjoys spending time with her daughter, watching football and weekends!
