Finance Department

The Finance Department is responsible for accounts payable/contract monitoring, accounts receivable, inventory and fixed assets accounting, budgeting, treasury management, grant accounting, pension administration, financial reporting, risk management, payroll, and benefits administration.

Mr. Villanueva joined the Town of Orange Park in February 2012 as an accountant. He also served as the Town’s accounting coordinator before being appointed to finance director in October 2014. Mr. Villanueva holds a Bachelor of Arts degree in accounting and a master’s degree in business administration from the University of West Florida. Mr. Villanueva has been a licensed certified public accountant in Florida since 1999 and has been an accountant since 1992 serving in various roles including tax accountant, business manager, controller, senior accountant, and financial analyst.

He is an Eagle Scout and enjoys being a volunteer assistant scoutmaster. He and his wife have three sons, who are also Eagle Scouts.
